The position requires a hands-on, detail oriented individual with responsibilities that include Government purchasing of materials, equipment and services in support of external customer orders and internal R&D projects in a very fast-paced environment.

Essential Duties:
Establishment, administration and closeout of purchase orders for Government Programs involving R&D and manufacturing program materials and services.  Specifically understand the R&D environment related to contracting and its differences from a production environment.
Analysis and interpretation of FAR/DFARS and other regulatory processes and regulations to comply with CPSR Audit requirements.
Research, prepare and issue purchase orders, follow up on orders placed, verify and/or expedite delivery, resolve problems with vendors, and maintain all necessary records and documentation.
Maintain positive vendor relations.
Maintain positive relations with various internal departments such as Technical, Quality, Trade Compliance and Finance in a timely and professional manner.
Assist the Procurement Manager with various projects and reports including data gathering and analysis.

Required Skills:
5+ years of in-house purchasing background or similar experience in a role that requires direct interaction with vendors, internal stakeholder departments, and in-house Legal.
Experience with Government purchasing, including but not limited to understanding FAR/DFARS and other agency regulations, CPSR/DCAA audit requirements, property regulations and documentation requirements.
Ability to negotiate business terms, including but not limited to price, quantity and delivery terms for many various goods, raw materials and services.
Ability to understand legal terms, including but not limited to indemnification, liability, Incoterms, warranty and services.
Experience purchasing capital equipment and the ability to work with internal requesters to determine various factors, including but not limited to acceptance criteria, warranty, maintenance, Incoterms, spares and training requirements.
Professional ability to communicate well with both internal and external customers in a diplomatic manner and build relationships.  Excellent verbal and written communication skills.
Team mentality with the ability to be inquisitive and cooperative in thinking to work with other disciplines and collaborate on ideas and thoughts in resolving complex problems.
Exceptional organizational and time management skills and attention to detail and reporting.
Thrives in a fast-paced environment and managing multiple concurrent projects and tasks.
Ability to prioritize and effectively time manage projects, schedules and workload with little supervision.
Ability and effective in using automated systems including Cost Point, OnBase and Excel programs to quickly analyze data, make informed decisions, and present information effectively.
Computer skills using Outlook, Word, Excel, PowerPoint and Adobe Acrobat Pro required.

Desired Skills:
Understanding the R&D environment related to purchasing and its differences from a production environment highly desired.
Good working knowledge of basic purchasing principles, including but not limited to shipping terms, lead times, export/import and warranty.
Knowledge of FAR/DFARS and agency regulations, Government purchasing and finance audit regulations highly desired.
Knowledge of Cost Point and OnBase highly desired.

Education Required:
BS/BA degree.

Physical Requirements:
Must have the ability to sit for long periods of time and be able to access all locations of the company property.
Position requires office in-person attendance.
Must be able to communicate effectively and professionally with people and have a focus on customer service for internal customers.

Special Requirements:
Able to work flexible hours.

Compensation:
The base salary range for this full-time position is $70,200 - $117,000 + bonus + benefits.
