Essential Duties:
The HRL Materials and Microsystems Laboratory (MML) is seeking a motivated and agile program manager to support the VP and technical teams in executing rapid-paced, transformative technology development in the areas of MEMS devices and advanced materials. Support and empower principal investigators (PIs) by enabling efficient execution of program bid/proposal, planning, and performance activities. Plan and advocate as required for resources (personnel, equipment, space, etc.) within the organization. Effectively communicate cost and schedule risk to customers, PIs, and laboratory leadership. Work with PIs on internal and external financial and technical reporting. Actively engage program team on execution progress, strategic planning and development and implementation risk management plans.
Required Skills:
6+ years of project management, ideally with an emphasis on research and development (R&D), product development (PD) and federally funded contract research and development projects. A demonstrated track record with team building and change management experience in a leadership role on a program or product is desirable. Familiarity with all aspects of program execution: including but not limited to contracting, sub-contracting, supplier management, finance, purchasing, and legal aspects. Costing and scheduling skills including the ability to produce and maintain a networked and resourced master integrated schedule (MIS), critical path analysis, earned value analysis, and presentation of MIS to customers and leadership. Expertise in MS Project or equivalent, SSI tools or equivalent, MS office suite. Effective interpersonal skills to bridge the gap between technical and business functions. Excellent oral and written communication, interaction with vendors/colleagues and willingness to work in a fast-paced, deadline-driven environment.
Desired Skills:
Technical familiarity with microfabrication process flows for electronic components including MEMS highly desirable.
Required Education:
BS or MS degree in a science or engineering field
Special Requirements:
U.S. citizenship is required. Must be able to obtain and maintain a security clearance.
Compensation:
The base salary range for this full-time position is $138,000 - $230,000 + bonus + benefits.
