Based in Southern California with locations in Malibu, Calabasas and Camarillo; HRL has been on the leading edge of technology, conducting pioneering research and advancing the state of the art.
The candidate will be a member of the Pricing Department and will report to the Financial Planning and Analysis (FP&A) Manager. The position will be responsible for preparing accurate and compliant Cost/Price Proposals utilization of HRL-approved pricing tools and proper application of rates and factors. This includes working in a close proposal team environment to develop pricing strategies, identify risks, interpret solicitation requirements, and gather cost data used in the development of each proposal.
Essential Duties:
Analyze Solicitation/Requests for Proposal (RFP) to determine proposal requirements to assist in developing proposals for all contract types (i.e., Cost Plus, Firm Fixed Price, etc.).
Tailor standard formats to meet customer's requirements.
Develop pricing models, provide pricing insights, and contribute to the overall pricing strategy.
Prepare Cost/Price Proposals according to company policies and practices.
Prepare and provide various proposal data/documents to Contract Managers and Proposal Managers.
Review cost/pricing data inputs to ensure that proposal is responsive to the RFP and conforms to government regulations.
Ensure that pricing meets company standards and constitutes a complete package/deliverable.
Perform other ad-hoc reporting and duties as assigned.
Required Skills:
4 - 7 years of relevant experience.
ProPricer software experience and excellent computer skills.
Comfortable with the monthly tracking of metrics to achieve and monitor progress.
Ability to function in a fast-paced proposal environment in order to meet deadlines.
Strong verbal and written communication skills to interact with the technical community and financial operations.
A service-oriented attitude.
Desired Skills:
Some knowledge in one or more of the following areas is desired:
Proposal preparation, proposal pricing/cost estimating, business forecasting, financial resource management, or contract administration in either a Research and Development (R&D), or Aerospace and Defense environment.
Knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Truth in Negotiations Act (TINA) is desired.
Required Education:
Bachelor’s degree in Business or related discipline (desired).
Special Requirements:
US Citizenship is required.
Compensation:
The base salary range for this full-time position is $70,200 - $117,000 + bonus + benefits.
